Under den närmaste tiden avgörs om politikerna i de fyra nordliga länen kan enas om att bilda en gemensam region. Inte oväntat kanske, har motsättningar uppstått nu när besluten måste fattas. Det går inte längre att i tysthet hoppas att stormen skall blåsa över.
De som vill fatta varandras händer över länsgränserna tror på samarbetet. De tror på den gemensamma nyttan och vidsyn och solidaritet ges stort utrymme. ”Låt oss lägga grunden och arbeta vidare med alla de praktiska frågor som kräver sin lösning”, är mottot för dem. Samarbete är ju en svensk paradgren i allmänhet. Det demonstreras i FN, i internationella organisationer liksom i globala företag och EU. Det borde också få ge kraft och inflytande till vår del av landet.
Men motelden kommer inte oväntat från delar av länen, främst i söder. Där är argumenten att man inte känner någon samhörighet med de från norr. Att man riskerar att mista inflytande över utvecklingen. Närsyntheten får ersätta vidsyn och misstro får övertrumfa tilltro till det regionala projektet.
Som en bristfällig slöja att gömma sig bakom lyfts det öst-västliga Mittnordensamarbetet fram. Men det motsvaras i än högre grad i norr av Barentssamarbetet och Kvarkensamarbetet. Norrbottens- respektive Västerbottens län ser inte de som hinder för en norrländsk region. Skenargument förblir ändå skenargument.
Skall det politiska ledarskapet förmå att lyfta sig ur invanda roller och gammal hävd, eller fastnar rörelsen i förändringsrädslans träsk.
Utvecklingen de närmaste veckorna blir onekligen intressant att följa.

Misstro-distrust
Within short politicians of the four northernmost counties in Sweden will decide whether or not to join together in a regional organisation. Not unexpectable however, differences of opinions has aroused now that decisions are to be made. The time is over to hide, attempting the storm to cease.
Those who want to join hands over the county borders believe in the cooperation. They believe in the value of common benefits as well as a broad-minded attitude and solidarity. “Let us form a base for and start working with all the practical aspects who demand a solution”, is their motto. Cooperation in general is known to be a Swedish quality demonstrated by our work and participation in UN, in international cooperation’s as well as global businesses and EU. It ought to be applicable and give strength and influence also to our part of the country.
But the opposition comes, not unexpectedly from parts of the counties, especially in the south. There the arguments are based on the feeling of not having any relation to those in the north. A fear for loosing influence over the development adds to this. Nearsightedness allows replacing broadmindedness and mistrust allows replacing trust to the regional project.
As a defective Vail to hide behind, the east-west cooperation “Mittnorden” is framed. However similar projects larger than that, the cooperation on the Barents and Kvarken regions are not seen as an obstacle by the counties in the north although they are deeply involved in them.
False arguments remain false arguments!
Will the political leadership be able to leave old habits and roles or will the get stuck in the mud of fear for change?
The development over the next few weeks will no doubt be interesting to follow.
